CLUB BY-LAWS

 
     
     
 

ARTICLE I - NAME

 
 

The name of the organization shall be the West Point Parents Club of Greater Houston. 

 
     
 

ARTICLE II- OBJECTIVES

 
 

The objectives of the organization shall be:

  1. To act as a recognized vehicle for the dissemination of information to parents, guardians or relatives of Cadets of the United States Military Academy located at West Point, New York, hereafter referred to as West Point.

  2. To facilitate recruiting of prospective candidates for West Point from the Greater Houston area.

  3. To promote a favorable attitude toward West Point and its goals and purposes in the Houston area and the community at large.  

 
 

ARTICLE III - MEMBERSHIP

 
 

Membership in the West Point Parents Club of Greater Houston (hereafter referred to as The Club) shall be open to persons residing in the Greater Houston area and its environs and who are parents, guardians or relatives of West Point Cadets or former members of the West Point Corps of cadets and ascribe to the objectives of The Club. Associate membership may be conferred on United States Military Academy Liaison Officers (MALOs), members of the West Point Society of Greater Houston, graduates of the United States Military Academy, and any other person who ascribes to the objectives of The Club. Such membership shall be approved by a majority vote of the members present at regularly scheduled meeting of The Club.

 
     
 

ARTICLE IV - OFFICERS AND THEIR ELECTION

 
 

The Officers of The Club shall be President, Vice-President, Secretary and Treasurer. Each Officer shall serve for the period of one (1) calendar year. The term of the officers shall be from 1 January to 31 December. A nominating committee shall be appointed at the regular August meeting of each year; recommendation of the nominating committee shall be presented at the regular October meeting of each year. Election of officers shall take place at the regular October meeting each year. Installation of officers shall be effective 1 January of the following year. No member shall be elected or appointed to office without his prior consent to serve. In the event of a vacancy, the President, or in his absence, the Vice-President shall, with the unanimous consent of the remaining officers, appoint a member to fill the vacancy.

 
     
 

ARTICLE V - DUTIES OF THE OFFICERS

 
 

The duties of the Officers shall be:

The President shall preside at all meetings of The Club; shall be an ex-officio member of all committees; shall perform such duties as rightly pertain to that office.

The Vice-President shall assist the President; in the President's absence, shall perform the duties of the President with all the rights and privileges pertaining to that office.

The Secretary shall prepare and maintain records of all meeting of The Club; shall submit such records for the approval of the members; shall assist the President.

The Treasurer shall be the custodian of the funds of The Club; shall conduct The Club's financial business; shall keep records of all such transactions; and prepare an annual financial report for the approval of the membership at the regular October meeting.

 
     
 

ARTICLE VI - MEETINGS

 
 

Regular meeting of The Club shall be held every other month and shall be scheduled in February, April, June, August, October, and December. Minor deviation from this schedule may be authorized by the officers of The Club on a case by case basis. The date, time and place of the meeting shall be made known to the members at least ten (10) days prior to the meeting. More than one function may be held in conjunction with the regular meetings. Special meetings may be held at the discretion of the officers of The Club.

 
     
 

ARTICLE VII - DUES

 
 

The amount of annual membership dues shall be recommended by the Officers of The Club at the regular October meeting and shall be approved by a majority vote of the members present. Annual membership dues shall be due at the regular June meeting. Annual membership dues are deemed paid only for the period 1 July - 30 June. Annual dues shall not be pro-rated.

 
     
 

ARTICLE VIII - COMMITTEES

 
 

Necessary standing and/or ad hoc committees shall be formed at the recommendation of the Officers of The Club. Appointments to committees shall be made by the President with the advice and consent of the Officers of The Club. Service on committees is for a period of one (1) year. A majority vote shall carry on all committees. Only members in good standing may serve on committees. 

 
     
 

ARTICLE IX - RULES

 
 

Roberts rules of Order shall govern in all matters not covered in the By-Laws.

 
     
 

ARTICLE X - AMENDMENTS

 
 

The By-Laws shall be amended by a two-thirds (2/3) vote of the members present in person or represented by proxy at a regular meeting of The Club.  No amendment shall be voted on without at least two (2) weeks notice in writing to the members.
