Matt Schepps provides the following 'translation' of pertinent paragraphs:

The headline is: The Deza and Ulloa Medal is given to a priest.

The Municipality of Chihuahua yesterday presented the Deza and Ulloa Medal to the Priest Oscar Alberto Patricio Raynal Garcia in a solemn session of the Council. The award is presented to citizens of Chihuahua who distinguish themselves by their help and dedicated service to vulnerable groups of the population.

During his speech, Father Oscar singled out several stories about his life but also recognized that today life has been more difficult owing to the problems of security that all Mexican citizens face especially those who live in Chihuahua.

The article also mentions facts about Father Oscar's upbringing, and that Father Oscar's military career began at West Point in 1955. It was a very nice well written article about the presentation by the Mayor to Father Oscar and his receipt of the medal named after the founder of the State of Chihuahua.
