Bill was born in Granite City, Illinois. He entered West Point on a senatorial appointment. He chose the corps of Engineers and upon graduation went to Fort Belvoir, Va. to attend the Engineer Basic Course. Following the course, he reported to the 6th Armored Division where he served for a year before he received orders to the 65th Engineer Combat Battalion, 25th Infantry Division in Korea. When Bill returned to the U.S. he was assigned to the United States Engineer District in St. Louis, Missouri where he served until 1954 when he resigned his commission as a 1LT.

Bill went back to school and earned a law degree in 1957. He served as a law clerk to Federal Judge Omar Poos in Illinois prior to establishing his own law firm, the Law Offices of William W. Schooley. Bill earned his Juris Doctor Law Degree in 1971. With his success over time, Bill has been able to monitor directly the actions of four of his five children. At one time, two of his sons were attorneys, a daughter was the bookkeeper, and a third son was an investigator and the firm's pilot. Bill's fourth son is also an attorney.

He was a past President of the Madison Co. Bar Assn., and practiced law with his son until approximately 2000. He was married to his wife Rebecca. He and Rebecca had one daughter.
