From the Norfolk airport:

If you are coming from the Norfolk airport, take Interstate 64 East through VA Beach and Chesapeake.  Take exit 299B to 664 North towards Newport News and Suffolk. Stay in the left hand lanes (there is a right hand exit for Suffolk that you DO NOT want to take).
Take exit 8A onto College Dr.  Take the first left on to Harbour View Blvd. The entrance to the office complex is about 100 yards on the right.
After entering the office park, continue straight ahead to the end and take a right. Follow that to the end and take another right. The MITRE Office will be on your right (see map above).
 

From the Peninsula:

If you are coming from the Peninsula, take Interstate 64 East to 664 South heading towards: Downtown/NewportNews/Suffolk/Chesapeake through the Monitor Merrimac tunnel. Take exit 8A to College Dr (this will be the first exit after the tunnel). Take the first left onto Harbour View Blvd. The entrance to the office complex is about 100 yards on the right. After entering the office park, continue straight ahead to the end and take a right. Follow that to the end and take another right. The MITRE Office will be on your right (see map above).
