Income Tax Information (Fourth Class Cadets)
This memo is based on the tax laws
and ucurrent rulings of treasury officials. It is, however, informative only
and does not necessarily reflect the official position of the IRS or the Department of the
Army.
All cadets in the Academy must file their own income tax
returns. Each fourth class cadet who entered the Academy on 29 June 2000, and
remained through 31 December 2000, has received or had credited to their account during
2000 base pay of $34,640.00. Cadets must report this amount as income from the Army.
In addition, each cadet received a $4,6000.00 pay advance to assist with the
payments of uniforms, textbooks, computer, software and various school fees.
Parents must have contributed more than half of the
cadet's support for the year in order to claim their son/daughter as an income tax
exemption. "More than half the support" refers to dollar value, and not to
the length of time support was furnished. The total amount that the army has spent
on a cadet from R-Day to Dec. 31st is $24,428.90. If you have not provided at least
than amount in the first six months, then you may not be able to claim your son/daughter
as an exemption. If you do claim them, they they cannot claim a personal exemption
for themself on their return. The amount the Army provides in support of a cadet at
West Point also cannot be construed as an "scholarship award" within the meaning
of the income tax laws; the IRS has already ruled on this.

AWARDS FOR CADETS
Distinquished Cadets - the "STAR" man. The
cadet must earn a Quality Point Average of 3.67 or better, either for the year or
cumulatively. Additional creiteria include full academic load, no failures, and good
citizenship iun military and physical development.
Superintendt's Individual Award - the "WREATH". Earned by
cadets who prove themselves outstanding in academics, military development and physical
development. For academics, they must earn a minimum adademic program score
(AYS), military program score (MPS), and physical progarm score (PPS) of 3.00, carrly a
full academic load, and have received no I, F, or NC grades (except for NC in Physical
Education due to medical excusal).
Honor Graduate. Members of the graduating class with a cumulative
Cadet Performance Score (CPS)
equal to or greater than 3.50.
Silver Star - Dean's List (APS for the year greater than 3.0).
Bronze Star - Commandant's List. Recognized excellence in military
achievement. Chain of command approval to compete for the award; top 5% of the class
based on the cumulative Military Program Score (MPSC); qualify on the basic weapon during
CBT or CFT, proficiency in conduct.; 2.5 in APSC amd PPSC.

Medical
Care for Cadets of Leave or Pass
Cadets are authorized medical care at
all uniformed Services (Army, Navy, Air Force, Coast Guard) facilities (that doesn't
help a lot in Oregon--ed). In the event of an emergency (life, limb, or eye
saving), a cadet may obtain medical care without prior authorization. TRICARE
(1-888-999-5195) and Keller hospital at West Point (845-938-4724/2635) MUST be notified
within 24 hours of being treated. If not, you will incur bills. Routine care
provided by civilian medical facility and/or doctor is not covered for reimbursement.

I believe your cadet must make reservations, but call and find out. Often rooms are
simple suites, with kitchen facilities, and quite inexpensive. Can't beat it for
convenience and cost!
The 800 number available for all Army installation guest houses (Fort Knox, Benning,
etc.) is: 1-800-GOARMY1 (Save this number!)
This includes a very nice hotel for military personnel on the Disneyland, Orlando
grounds for about $60.00/night!

The SSMAC is an outgrowth of the Servicemen's Club created
in 1919 to accommodate returning servicemen from overseas duty in World War I. It
currently consists of five floors without a elevator, as it was originally built as two
adjoining town houses. The SSMAC rents beds, not rooms. They have 21 rooms
with 2 beds to accomodate couples, 6 rooms with 3 beds, 1 room with 4 beds, and 1 room
with 6 beds to accomodate families and groups. Guests checking in alone may have to
share the room with guests of the same gender. There are separate communal bathrooms
and showers for men and women. The 4 and 6 bedded rooms have a TV, but the 2 and 3
bedded rooms do not. Incoming calls may be taken on the hall phones, and outgoing
calls may be made from the pay phone or from the hall phones using phones cards,
sold at the front desk. No meals are served and there is no room or laundry service.
However, restaurants, coffee and pizza shops are nearby and inexpensive, and many
provide quick delivery of takeout orders that can be consumed in the Canteen. There
are self-service laundries nearby. Current (Feb. 2001) rates run $25/day for service
academy and ROTC cadets
