
West Point Parents Club Of The Inland Northwest
ARTICLE I
NAME
The name of the organization shall be the West Point Parents Club of the Inland Northwest.
ARTICLE II
OBJECTIVES
The objective of the organization shall be:
1. To act as a recognized vehicle for the dissemination of information to parents, guardians, or relatives, of Cadets of the United States Military Academy located at West Point, New York, hereafter referred to as West Point.
2. To provide a venue for camaraderie among families and friends of West Point Cadets.
3. To promote an awareness of West Point, its goals and purposes.
ARTICLE III
MEMBERSHIP
Membership in the West Point Parents Club of the Inland Northwest (hereafter referred to as the Club) shall be open to persons residing in the Inland Northwest and its environs and who are parents, guardians, or relatives of West Point cadets or former members of the West Point Corps of Cadets and ascribe to the objectives of the Club.
Associate membership may be held by United States Military Academy Liaison Officers (MALO’s), graduates of the United States Military Academy, and any other person who ascribes to the objectives of the club.
ARTICLE IV
OFFICERS, THEIR ELECTION, AND DUTIES
The officers of the Club shall be President, Vice-President/President-Elect, Secretary, and Treasurer. Each officer shall serve for the period of one calendar year. The term of the officers shall be from the election at the September meeting through the election of new officers at the following September meeting. Election of officers shall take place at the regular September meeting each year. The term of office shall begin after the election of said September meeting. No member shall be elected or appointed without prior consent to serve. In the event of vacancy, the President, or in his absence, the Vice-President, shall with the unanimous consent of the remaining officers, appoint a member to fill the vacancy.
The above officers shall have the following duties:
President- Prepare agenda and preside at all meetings. The president shall be a member ex-officio, of all committees. The President shall call all meetings, and appoint the chairman of all committees subject to the approval of the executive committee. The president shall be authorized to sign checks of this organization.
Vice-President/President-Elect- Assume the duties of the president in the absence of the president or at the direction of the president. The Vice-President shall be authorized to sign checks of this organization.
Treasurer- Collect membership dues. Collect and bank all association funds, maintain accurate record of all funds and make reports to the organization with respect to all funds at each meeting. The treasurer shall be authorized to sign checks of this organization.
Secretary- Record the minutes of all meetings. Shall be responsible for all correspondence on behalf of the Club. Notify membership of all meetings, and keep the official membership records.
ARTICLE V
MEETINGS
The club shall hold at least five (5) regular meetings each year; September, December, March, May and July. The Officers of the club on a case by case basis may authorize minor deviation from this schedule. The date, time, and place of the meetings shall be made known to the members at least ten days prior to the meeting. More than one function may be held in conjunction with the regular meetings. Special meetings may be held at the discretion of the Officers of the Club. A quorum is established at any meeting with three or more families in attendance.
ARTICLE VI
DUES
The amount of annual membership dues shall be recommended by the Officers of the club at the regular September meeting and shall be approved by a majority vote of the members present. Annual membership dues shall be paid before July 1. Annual membership dues are deemed paid only for the period 1 July- 30 June. Annual dues shall not be pro-rated and are non-refundable. Prospective Cadet Parents/Families may attend meetings as guests for up to two meetings without joining the Club.
ARTICLE VII
COMMITTEES
Necessary stand and/or adhoc committees shall be formed at the recommendation of the Officers of the Club. Service on the committee is for a period of one year, or until the function is complete. A majority vote shall carry on all committees. Only members in good standing may serve on committees. There may be at least two (2) separate full Executive committee meetings each year. The President may call other board meetings with the approval of the officers of the club.
A. Executive Committee- all elected officers and committee chairmen shall be and ex-officio member of the executive committee. The executive committee shall meet at the time and place convenient to its members. The duties of the committee shall consist of the following:
To see the objective of the Club are carried out.
To authorize the expenditure of funds.
To fill any vacancies in office.
To carry out all other business of the organization between the regular meetings.
B. Publicity Committee- the duties of this committee shall consist of the following:
To publish a club newsletter quarterly.
To arrange for publicity of cadet activates in the local media.
To publish the annual program of the association.
To submit a budget to the executive committee, if necessary.
To ensure a smooth transition with incoming chairman.
ARTICLE VIII
RULES
Robert’s Rules of Order shall govern in all matters not covered in these Bylaws.
ARTICLE IX
AMENDMENTS
The Bylaws shall be amended by a two-thirds vote of the members present in person at a regular meeting of the club. No amendment shall be voted on without at least two weeks notice in writing to the members.
