    This newspaper article tells about the capture of Japanese Admiral Mineichi Koga, commander of the Japanese fleet near Cebu Island.  The article explains why Lt. Col. James Cushing (Commander of the 8th Military District of Guerrillas) decided to release Adm. Koga to Japanese forces on Cebu.  Lt. Col. Cushing received much criticism for releasing Adm.
