Of The
United States Military Academy
Membership
This organization shall be composed of all members of the class graduated from the United States Military Academy in June 1959 and all ex-members of this class who are eligible for membership in the Association of Graduates, USMA.
Purpose
The purpose of this organization is to preserve the unity of the Class of 1959 and to provide a means of administering class affairs.
Permanent Class Officers
Para. 1 The Class of 1959 shall have the following officers: President, P.M. Dawkins; Vice-President, C. Darby; SecretaSy, N.S. Krawciw; Treasurer, J.F. Campbell; Historian, J.H. Coreth.
Para. 2 The officers so named in Para. 1 above will not be changed except in case of death or incapacitation. In that event, the Standing Committee shall nominate at least four (4) members of the class to fill the vacant class office. Absentee ballots will be mailed to each Class member at least sixty (60) days prior to election. Election will be by a plurality of votes cast.
ARTICLE IV
Standing Committee
Para. 1 Any Permanent Class Officers who are located near the Class Headquarters and willing to attend its deliberations regularly will be members of the Standing Committee of the Class of 1959. A sufficient number of others will be elected to bring the Committee membership to five (5). The responsibilities of the Standing Committee will be as prescribed in the By-Laws.
Para. 2 The elective members of the Committee will be elected annually by a simple majority of the members of the Class present and voting at the Annual Class Meeting.
Class Headquarters and
Meeting
Para. 1 The Standing Committee shall be located at a place designated as the Class Headquarters.
Para. 2 West Point shall be the Class Headquarters until changed. Class Headquarters will be changed by the Class President (or ranking Permanent Class Officer) to reflect the shifting geographical location of the class.
Para. 3 There will be an Annual Meeting of the Class at the Class Headquarters at a time designated by the Standing Committee. Written notification of the time and place of this meeting will be made to all members of the class in the area of Class Headquarters at least one week prior to the meeting.
Class Fund
Para. 1 The administrative control of the Class Fund shall be in the hands of the Class Treasurer and the Standing Committee.
Para 2 The Class Treasurer shall invest the Class Fund in a Savings Account at any bank or savings institution in the vicinity of class headquarters. Any change in the form of investment of the class fund shall be undertaken according to the procedure prescribed in Article VI, paragraph 4, of this constitution.
Para. 3 The Standing Committee is authorized to draw on the account for the following purposes:
(a) Upon the death of a Class member or a member of his immediate family - the reasonable cost of an appropriate funeral wreath, flowers or contribution to a fund or charity if such is designated as the preferred form of remembrance.
(b) To make routine disposition of class funds to defray expenses incident to the conduct of class affairs.
Para. 4 Any proposal for a major disposition of the funds will be submitted to the permanent class officers for their specific endorsements or objections. Following this, the proposal, containing the endorsements or objections of the permanent class officers, will be presented for decision to the Class membership in the form of a resolution. A decision will be made in accordance with the desire of a simple majority of the living class membership contactable through Association of Graduates’ records. A copy of the resolution will be mailed to the Class at least sixty days prior to the vote count. A major disposition of funds is any disposition of more than five hundred ($500.00) dollars.
Para. 5 Records of the Class Fund, to include all withdrawals and deposits, will be maintained by the Class Treasurer. He will keep in contact with the Secretary-Treasurer of the Standing Committee concerning their minor expenditures. A report of the Class Fund shall be presented by the Treasurer or a member of the Standing Committee at the Annual Meeting and published annually in Assembly.
Ratification and Amendment
Para. 1 This Constitution will be ratified and adopted when approved by a simple majority of the living Class membership contactable through Association of Graduates’ records.
Para. 2 Any resolution for amendment of this Constitution will be mailed to all living Class members and the amendment will be adopted when approved by a simple majority of the living Class contactable through Association of Graduate’s records.
Administration
Para.1 The administration of Class affairs shall be by the Standing Committee as prescribed in the By-laws.

OF THE
CLASS OF 1959
Organization of Standing
Committee
The five-member Standing Committee (see Constitution Article IV) shall select from among their number a Chairman, a Vice-Chairman, and a Secretary-Treasurer.
Duties of Chairman of the
Standing
Committee
Para. 1 The Chairman shall coordinate the activities of the committee.
Para. 2 The Chairman shall preside at the annual Class meeting.
Para. 3 The Chairman will maintain liaison with the Class President.
Duties of the
Secretary-Treasurer
of the Standing Committee
Para. 1 The Secretary-Treasurer shall keep a permanent file of class business and shall pass it on to his successor. He shall insure that minutes are kept of the annual class meeting and that copies are sent to any permanent class officers unable to attend the meeting.
Para. 2 He shall maintain liaison with the Class Treasurer.
Para. 3 He shall assist the Class Treasurer in keeping records of the Class Fund and in making a report at the annual meeting.
Para. 4 He shall make dispositions of class funds as authorized in the Constitution Article VI.
Responsibilities of Standing
Committee
Para. 1 In general, it will be the duty of the Standing Committee to act for the Class Officers in. maintaining the unity of the Class of 1959, and to keep the Class informed of matters affecting all of its members
Para. 2 The Standing Committee will:
(a) Coordinate all routine Class business.
(b) Set the date for and call the annual meeting.
(c) Furnish a Class representative for any official duty or function when required.
(d) Prepare and distribute correspondence as appropriate on matters concerning the class.
(e) Keep and maintain the Class locator.
(f) Record and report Class activities through the Class column Assembly
(g) Ensure the publication of all Class obituaries.
Amendments to the By-Laws
These By-Laws may be amended in the same manner as the Constitution, as specified by Article VII of same.
