Robert Frank Pheiff was born on 3 July 1930 in Bethlehem, Pennsylvania. He was appointed to West Point from the 20th Congressional District of Pennsylvania and entered on 3 July 1951. He was in Company E2 and was football manager for three years. He graduated on 7 June and was commissioned in the US Air Force.
